CMS Administrator Verma Confirms Delay in Garnishment of Medicare Payments

CMS Administrator Seema Verma confirmed in an interview on September 18 that the agency has not begun recoupment of loans offered through the Accelerated and Advance Payment Program in the spring.

The first loans went out in April, and recoupment of overpaid funds was expected to begin in August. But Verma confirmed CMS has not started withholding payments.

Congress currently has several bills pending that would relax Medicare loan repayment terms or offer providers forgiveness. Verma said CMS is figuring out how and when it will process recoupments.

Legislation Introduced to Alleviate Impact of Conversion Factor Cut for 2021

Last month, two bills were introduced in the House proposing solutions to the estimated 10.6% Physician Fee Schedule conversion factor cut expected to go into effect January 1, 2021.  The bills offer some relief to the cut, but do not reflect a comprehensive or long-term solution.  AAPM&R has therefore chosen to remain neutral regarding these bills.
