AAPM&R Comments on 2019 CMS SNF Proposed Rule

On June 26, 2018, your Academy submitted a comment letter to the Centers for Medicare and Medicaid Services (CMS) regarding the Skilled Nursing Facilities (SNF) Prospective Payment System proposed rule for fiscal year 2019. This year, CMS proposed substantial changes to the methodology for classifying SNF patients. This methodology is proposed to go into effect in October 2019. In comments to CMS, your Academy recommended a standing stakeholder workgroup, including physiatrist representation, to discuss the transition plan, implementation, and post-implementation problem solving.  Further, AAPM&R comments recommended significant education efforts to ensure the success of the new classification methodology.

Legislation Introduced to Alleviate Impact of Conversion Factor Cut for 2021

Last month, two bills were introduced in the House proposing solutions to the estimated 10.6% Physician Fee Schedule conversion factor cut expected to go into effect January 1, 2021.  The bills offer some relief to the cut, but do not reflect a comprehensive or long-term solution.  AAPM&R has therefore chosen to remain neutral regarding these bills. 

Your Academy continues to advocate for a permanent solution to the conversion factor cut while maintaining the important payment increases to office and outpatient evaluation and management services.
